My talk will be a discussion of international humanitarian medical activities and will be based on my experiences in general medicine, ophthalmology, and vitreo-retinal surgery. I will discuss the topic from the point of view of Army Special Forces “foreign internal defense,” war relief, disaster relief, and medical education. The countries involved will be Colombia, Bosnia-Herzegovina, Afghanistan, Iraq, Haiti, Kyrgyzstan, Mongolia, and Texas during Hurricane Katrina. I will try to discuss the pros and the cons of the different approaches to international medical relief.
Bob Butner is a friend of mine and fellow member of the Special Forces Association Chapter in Houston. I am really looking forward to hearing what he has to say. You will note that many of the places Bob has been are still in the news!
He served in the Army Special Forces (Active/Reserve) 1967-2000. He has been Group Surgeon of two Special Forces Groups (1st & 20th), Flight Surgeon and Master Parachutist, Retired as a Colonel, Medical Corps, He is still active with the Texas State Guard . He was deployed to the Philipines, So Korea, China, Europe, South America, and Texas for Gustave and Katrina.
He is an Eye Surgeon specializing in Vitreo-retinal Surgery, Cizek Eye Clinic (UT) & Clinical Assistant Professor at UT Medical School and is an attending at three Houston hospitals.
At SFA Chapter meetings, Bob would tell me the latest part of the world he had visited as a civilian Visiting Professor and as you can see in the introductory paragraph, he has been many interesting places, 24 in all actually, not counting numerous deployments while in the Service.
